With this function, when you define a filter expression in a widget, you could make other widgets honor it, when applicable.
It g ets the filter expressions that have been applied to a layer from all widgets unless excluded. In the SDK documentation, the FilterManager class under the Framework reference has added a new public method getFilterExp(layerId, excludeWidgetId).
